Group Technology and Networks (GTN) has strategic intent to develop the next generation of networks utilising AI and Automation. We believe AI and Automation will be transformative in every aspect of the Service Planning and Service Assurance.

The position holder is responsible for shaping the AI and Automation strategy and roadmap to deliver significant incremental benefits and foster a digital-first culture across the Opcos in alignment with the Singtel28 strategic vision.

The role will report into the VP (Group Strategy, Engineering, and Innovation) and will play a pivotal role in Automation and AI being enabled across the Networks. The role will shape the Automation and AI strategy, be accountable for alignment across the Opcos into the AOPs and delivery.

Artificial Intelligence (AI) strategy and implementation

The AI Strategy and Implementation role for Group Networks is a pivotal position within our organization, focused on leveraging advanced Artificial Intelligence (AI) technologies to enhance the efficiency, effectiveness, and innovation of network operations. The position holder will be responsible for developing and implementing a comprehensive AI strategy that aligns with the overarching goals of Singtel28 and collaborates with various operating companies (Opcos) to embed AI capabilities across all network domains.

Key Responsibilities include

• AI Strategy Development: Develop AI strategy and roadmap for Singtel Group Networks and Opcos to evolve from manual processes to AI-embedded closed loop Planning, Optimisation and Assurance for all domains in Networks (RAN, Mobile Core, IP Transport, Fixed Access, OSS etc).
• Technical Direction and Leadership: Provide technical direction to drive AI initiatives across Group Networks (GTN) and Opcos Networks. Collaborate with cross-functional teams to build and integrate AI capabilities into planning, optimization, and assurance processes, fostering innovation and collaboration.
• Expertise in AI Technologies: The position holder shall be well-versed in various AI technologies, including:

Descriptive, Predictive, and Prescriptive AI

• Generative AI (GenAI) technologies, including AI models (e.g., GPT-4, GPT-01, Llama, Mistral), Large Language Models (LLM), Small Language Models (SLM), Retrieval-Augmented Generation (RAG), Prompt Engineering, training, inference, co-pilots, AI agents, etc.

Data and Analytics strategy and implementation

The position holder will be responsible for the development and execution of the Data and Analytics Strategy for Group Networks. This includes designing a strategy and architecture blueprint that aligns with Singtel Group’s data management practices. The position holder will work with Group Data COE and Opcos to create and maintain a comprehensive technology roadmap to support data-driven decision-making within Singtel Group. This position plays a key role in ensuring the quality, security, and accessibility of data across various use cases.

Key Responsibilities include

Data Ops

• Oversee data management practices and processes for collecting, storing, and processing data.
• Ensure that data outputs are available and accessible to serve various use cases.
• Implement best practices for data management to optimize data flows and ensure data integrity.

Data Processing

• Manage the collection of raw data and its transformation into usable information.
• Supervise the entire data processing workflow, including data collection, preparation, input, processing, output, and storage.
• Ensure that processed data is in a format that can be easily analyzed and used for decision-making.

Data Engineering

• Design and build systems for the collection, storage, and analysis of data at scale.
• Create data pipelines and workflows that transform raw data into accessible and usable formats for data scientists and business analysts.
• Oversee substantial computing and storage requirements, as well as data processing activities.

Data Governance

• Establish and enforce policies, standards, and procedures for data management.
• Focus on the quality, security, and availability of the organization’s data.
• Ensure data integrity, compliance, and accessibility to support business intelligence and decision-making.

Data Fabric

• Develop an architecture that facilitates the end-to-end integration of various data pipelines and cloud environments.
• Implement intelligent and automated systems to unify disparate data systems.
• Embed governance and strengthen security to provide more accessible data to users.

Data Exposure

• Ensure that data is accessible to AI models and systems for processing, analysis, and generating insights.
• Facilitate the exposure of data to enable advanced analytics and data-driven decision-making.

The position holder shall be responsible for the development of Data and Analytics Strategy for Group Networks. This includes a strategy and architecture blueprint that aligns with Singtel Group Data.

Autonomous Network (AN) strategy and implementation

• The position holder shall be well versed in the TM Forum Autonomous Networks Framework, which provides “Zero-X (zero trouble, zero wait, zero touch)” for vertical industries and customers, and helps operators to build “Self-X (self-serving, self-fulfilling and self-assuring)” operation and maintenance.

  • TM Forum IG1230 Autonomous Network Technical Architecture
• Develop strategy and roadmap for Singtel Group and Opcos to evolve into AN Level 4 in accordance the Singtel Group TM Forum AN Level 4 blueprint (IG1218I), from single domain to cross domain, from fault management to other high value scenarios.
• The AN architecture for closed loop automation shall utilise hybrid AI technologies including Predictive AI and GenAI such as co-pilots, agents, and Digital Twins.
• In addition, the position holder shall need to work with Opcos to identify opportunities for automation to enhance network performance, reduce operational costs, and improve service delivery. This includes analysing current network operations and workflows to identify areas for improvement and automation.

Other Roles and Responsibilities

• Thought Leadership: Provide expert guidance on Autonomous Networks (AN), Artificial Intelligence (AI), and Operational Excellence to GTN and the Singtel Opcos.
• Cross-Functional Collaboration: Foster collaboration across various functions to champion Autonomous Networks (AN) and Artificial Intelligence (AI) alignment and adoption throughout the organisation including Opcos Networks, IT and Business Units
• Evaluate and integrate new technologies and tools to enhance existing systems and processes.

Skills and knowledge for success:

• Bachelor’s degree in computer science, Engineering, Business, or a related field. Master’s degree, PHD or MBA preferred.
• Minimum of 10 years of experience in AI strategy, technology partnerships, or a related field. Proven track record of developing and executing successful emerging technology strategies and partnerships. Experience in leading cross-functional teams.
• Strong understanding of AI technologies, trends, and their business applications.
